They envision a digital circuit breaker. A red button on a mahogany desk in Whitehall that halts synthetic intelligence in its tracks when things go wrong.

The reality of distributed code, international data centers, and multi-tenant cloud infrastructure makes this vision practically impossible and technologically naive.

The Architecture of Decentralized Risk

Modern frontier models do not live on a single server rack inside a domestic data center that can be easily raided or cordoned off. They are trained across vast, distributed clusters spanning multiple continents, often owned by multinational hyperscalers based outside British jurisdiction.
