California exports venture capital and engineering talent to advanced nuclear startups developing small modular reactors elsewhere, yet forbids those very technologies from being deployed within its borders. Neighboring states and regions with fewer ideological hangups are actively courting next-generation reactor developers. They understand that deep decarbonization requires every zero-emission tool available, operating in tandem with renewables rather than competing against them.
